So much for lending a helping hand to kids in need. A Philadelphia woman is facing a $600-a-day fine next summer if she continues to hand out free lunches to poor children in her neighborhood because she didn't get an OK from Chester Township officials to do so. Angela Prattis hands out meals given to her by the Archdiocese of Philadelphia, but the town council ruled Prattis needed a zoning board variance, which could cost her up to $1,000 in fees, in order to legally provide the meals in a residential zone. Despite the bureaucratic ruling, Prattis says she is not going to stop giving out meals.*
