So my wife got a package from work. When i opened it there was the stuff she was expecting, plus an Iphone. She was expecting the phone so when she calls the lady that sent the package, the lady said she didnt put anything else in the box.

When i opened it, there was some tape from USPS that said it had been repackaged. So im guessing the box opened with som eother boxes and they shoved an Iphone in by accident. We turned the phone on and it was wiped and unlocked.

Who do we call? I dont want to sell it and get in trouble, but i dont want to just drop off at Apple or a cell phone provider. There was no packing slip to identify where the phone came from.

Probably bring it to your nearest Post Office ?? But I would bring it to Apple and explain to them what happened and that you are not looking for any trouble.
They might tell you that it was bought that way ( Unlocked ) because you can buy a phone for Full price without a phone plan.
If they have a record of who bought it, they will get it to the rightful owner. Or if no Record, guess it's yours ...
