Stock devaluation from new investors

I am considering investing further in a mining penny stock.

The stock price is about .04.

There is likely to be a significant additional investment in the near future by
another company.

Someone mentioned on a message board that when this company invests and
is given shares that current shareholders stock will be devalued

Is this a forgone conclusion or avoidable?

Is this stock dead in the water for current shareholders?

Does it depend what price I buy at?

U have to be kidding me. You're worried about 4 pennies investing in some speculative mining stock? I'm not even going to look at the short viceo.

I always keep a track record of things, especially of highs and lows, this is the 2nd big tool (as Timing is 1st one) to make sure healthy gains on your investment.
Just grabbed only 70k shares of USGT @ $0.06 last week - I have loaded the boat when stock price hit the bottom - Even a small fraction would be nothing but a 'Definite Gain'.
After reading the analyst report from Mr. Don McShane I am sure of making 4X multiples from this #stock in 3-4 weeks!

Question --

so twitter released its IPO price ($26) and i guess itll go on sale tomorrow. If I'm a newbie and would like to buy, for example, 100 shares of twitter for 2600. what steps would i take? open a trading account tonight on a broker site like etrade? and then in the morning jus place an order? thanks in advance
