I didn't say its a great answer but I would assume in the normal flow of a game when there is a sack they need to let the offensive team know the down and distance.
I figured in the 2 min warning time they do not want to give the offense any reward for getting sacked.

What is the penalty for Intentional Grounding? the place is placed where the QB would have be sacked before throwing it away. Essentially no penalty for getting rid of it. Why not mark back 5 yds from where the QB threw it?
