PPH Shops

I looked around on the internet and found a couple descent shops out there but he's been taking call the past 15-20 years and wants to go online.

1. What is the best PPH site out there?

2. Are there any online sites that are free or minimal costs per head? The reason is he has many people who bet $5-$10/game and pointless to pay the $10/head when they bet so small.

3. Any other online suggestions?
