Can an agent that works for ICE or CIA etc. make a traffic stop?

Friend of mine got pulled over today and I don't think they have this jurisdiction. Thoughts?

With the Patriot Act a federal agent can practically do anything he wants

I don't think so Chop. I don't think Federal officers can enforce city/state laws on non Federal land.

All he has to do is say you are a suspected terrorist.

I think they have to be in a marked police car to make a traffic stop.
