So with this game going to a rain delay and wow is it coming down in Cincinnati....if they don't complete the game tonight, do they go ahead and finish it tomorrow?

That's only true if the score was tied after the last completed inning, which in this case it was. However, most books grade on what the score was after the last completed inning.
This came into play several times in the last few seasons. The most famous is probably Game 5 of the 2008 World Series. The Phillies led 2 to 1 after 5 innings. The Rays tied it up in the top of the 6th. The game was stopped due to rain after the top of the 6th and eventually suspended at that point. Most (or all) offshore books graded the Phillies a winner and the Rays a loser with the final being 2 to 1 for grading purposes.
Obviously for Run line and total wagers the game has to go 9 innings (or 8-1/2 if the home team is winning). Tonight's game went 8-1/2 with the score tied. As a result totals and RL wagers are voided.
