I was talking with a bartender friend about this - what about testing based on performance? There'd be a baseline, for how frequently everyone is tested as there is now - BUT, anyone within, say, the top 25 or 50, in predetermined categories gets tested more often? I can see some problems, but just from the aggravation standpoint it seems like it might act as a deterrent. Now, if they're not testing for the right substances, then none of this matters.
If I were him, I might use the PED's to get that 9 figure contract, but I'd stop once I had the jackpot contract in place...so no reason he should be juiced now ( IMO)....
