It says Whitey was charging gamblers extra vig. How low can you go? He is lucky the internet gambling forums were not around back then because some of those tough poster guys would have straightened him out for sure.

The ultimate villain is whitey, but the system that allowed his reign of terror for so many years should have a lot of the responsibility for this situation.
