I did not see too much improvement in the off-season. The rest of the division improved, which leaves Panthers at the bottom for this year

I really think Bengals will take the division this year
San Diego Chargers UNDER 7.5 -130
It should be a battle between them and the Raiders for last place. 5 wins for them each will be a struggle
