What are the ups and downs of opening a shop here in CR with all the legal requirements (CCSS, Ministerio de trabajo, Municipalidad) vs just negotiating with employees and hire only regulars that know how it works and avoid the whole issue?

What are the expenses of going legal? Whats the worst it can happen with an "illegal" setup?

Difficult avoiding them simply because you're "illegal" or "legal". The primary concerns are more related to cost than governmental avoidance.

I think if you have a home based setup let's say 10-15 workers you can do fine just without papers can you?

Its better to have everything in rule, if someone get piss with you he is going to sue you, with the CCSS or goverment, put it as a call center thats the better way to do it and pay for a license that,s it, if you need help bringing money to the country let me know I can help you out fedrek1@yahoo.com

There are no legal shops in Costa Rica...

then it follows there are no illegal shops.

government here buries head in sand. they won't help or hurt you--unless you're bet cris.

being illegal is dangerous in one obvious way--- tour employees or anyone can rat you out to caja, hacienda, gov't etc.

actually, they will shake you down first, claim to be quiet and then go and tell. this will happen 100% of the time, period.

Do it legit and you will not worry. Just avoid hiring chicks, they will get preganant and stick you even worse with time off, back pay, can't fire them, etc...
