Winnipeg has been successful since the move there.
They shouldn't expand or retract. But here's how I would restructure it.
There are 2 Canadian Hockey markets that can support a team.
Quebec is ready for another team and although they'd probably never do it (Leafs own the monopoly on Southern Ontario) Southern Ontario could get another team. This might kill Buffalo though, because a lot of their attendance is made up of people from Toronto who can't afford/get a Leaf ticket.
I would move one of the Florida teams and Nashville as well to Canada.
I also think Seattle and Kansas City are potential U.S markets that can have a hockey team and I think the other Florida team and Phoenix are the perfect candidates.
