Trying to get an even gambling game. We play 2 man scramble, $x per hole with carryovers and presses. If 1 carries over, 2 is worth 2x, carryover again 3 is worth 3x. A team can press anytime they are down after losing a hole, a press adds 1 unit so if Team A wins hole 1, and Team B presses, hole 2 and every hole after is now worth 2x. So even though we start out at x by the end of the round, holes can get up to 4-5x.
We also play stroke play for a 2x bet and we play a nassau for a 2x-2x-2x where if you are down 2 on any 9 or the 18 you can press and create a new bet.

We played today and the teams and terms were this...

TeamA: 13 handicap, 18 handicap
Team B: 18 handicap, 22 handicap

Team A lays -118 on every bet besides the stroke play bet where they are giving 2.5 shots

Hopefully I described this so it can easily be understood.

Whose side do you guys like? If its not even what would you do to make it even?

You guys are actually playing a scramble and not a best ball? Either way, low handicap should play with the high and give a stroke on the hardest hole. You could always make it more interesting by having to take 2 or 3 drives per person, per nine, or if a team makes a birdie they have to move back a tee box, bogie you move up a box, par you stay on the same box.

Team A giving Team B 2.5 shots in a 2 man scramble is what the USGA recommends for a 2 man scramble, thats who we arrived at that number.

I am presuming that you are taking 50% of the two low handicaps, but the team with a 22 handicap is getting the short end of the deal. The 22 is a 22 for a reason, meaning his partner is going to be on his own on many holes. If Team B agrees to this, they have lost before the match even started.

Scramble and Skins Handicap Allowance

Q. Does the USGA® have handicap allowance recommendations for a scramble or skins event?

A. Visit Section 9-4 of the USGA Handicap System manual for handicap allowances recommended by the USGA Handicap Department. Since a scramble is not played under the principles of The Rules Of Golf, it will not be found in the manual. However, this recommendation seems to work well for most groups, regardless of minimum number of drives required or other special conditions:

That grid doesnt make much sense.

Why not? I have played quite a few 2 man scramble events and those numbers work pretty well to make it fair for stroke play. TBH, the stroke play part isn't really what I'm concerned about, I think the USGA has it right, we need to figure out what kind of price we need to lay on the other part, which is where all the money is. The stroke play part worth 2x isn't worth much at all.

Yesterday Team A shot 73 and Team B shot 76 on a short par 4. Team A had 2 birds, both on short par 5s, one that was 430 yards. Team B had 1 birdie, knocking it stiff on a par 3. Team A won 6 holes, Team B 3 holes. Team A won 4 holes in a 6 hole stretch where Team B fell apart.
