No the clock was already stopped before the play that had the hold so they accepted the hold and the clock stays stopped because the play never happened.
Basically if you are running out of time, you can just commit a penalty to stop the clock. The clock would have ran out on Seattle. Shouldn't there be a 10 second run off in that situation if Arizona decides to decline the penalty?
I believe they started the play with .19 to go so they would've run up and clocked it anyway.
