I've seen it a few times , looks really tacky and (__*) ed, it ain't that hard to remove wallpaper....same with flooring you can't tile over linoleum but that might last a few months before cracking.

My grandfather painted a car with a brush I am told. Turned out very well too. That was his profession though. Interior fine painting or something.
