How do NFL teams get chosen for London?

There has to be a lot to it right?

First, cannot imagine any team wants to go.

Second, it takes away a home game from somebody. How about home revenue, does the "home team" get all the revenue from London? How does that compare to what they would have made in the US?

Can a team decline to go?

Has to be an interesting process

From what I heard UK NFL fans are ok with going to these games but would not like a London franchise.
