many non first world counties suggest that you don't put any paper (including toilet paper) in the toilet because the plumbing cant handle it. Also, taveling to some reclusive resort or bungalow on an island or rain forest they will ask you not to flush paper but to place it in a garbage can provided which they burn instead. This is for preservation of the environment. Its not such a big deal.
