I've looked into every world cup match he has officiated. He's only reffed the first round prior to this game. 2 games in 2006, 2 games in 2010, 2 games in 2014 so far.

2016 -
Belgium vs Algeria - 2 yellows both first half 1 each team. Teams might have adjusted and been more careful. Score 2-1 Belgium
Italy vs Uruguay - 4 yellows 2 were first half 2 each team. 1 red. The red card was fair on Marchisio and it cost Italy the game. Score 1-0 Uruguay.

2010
Germany vs Australia - 5 yellows 2 on germ 3 on aust. 1 red. 3 first half. Score 4-0 Germany.
Chile vs Spain - 4 yellows. All on Chile. All 4 first half. 2 to one player so one red card. Score 2-1 Spain.

2006
England vs Paraguay - 3 yellows. 2 on England 1 Paraguay. 1 each first half. Score 1-0 England.
Serbia vs Ivory Coast. - 9 yellows. 7 first half. 3 Ivory C 4 on Serbia. Serbia got two yellows in first to one player which was a red. Ivory C doubled up with two yellows and a red in the Second half. 3-2 Ivory C.

Gather what you may from this.

My angle is that the game is more unpredictable. If the ref is fair Brazil will be hurt more by this referee since I think Germany is more disciplined.

I also think the over is the better play.

Also over 3.5 cards in the match.
