NEW YORK (AP) - Commissioner Roger Goodell says the NFL wants to implement new personal conduct policies by the Super Bowl.


At a news conference Friday, Goodell made his first public statements in more than a week about the rash of NFL players involved in domestic violence. He did not announce any specific changes, but said he has not considered resigning.


"Unfortunately, over the past several weeks, we have seen all too much of the NFL doing wrong," he said. "That starts with me." The league has faced increasing criticism that it has not acted quickly or emphatically enough concerning the domestic abuse cases.The commissioner reiterated that he botched the handling of the Ray Rice case. "The same mistakes can never be repeated," he said.


Goodell now oversees all personal conduct cases, deciding guilt and penalties.

He said he believes he has the support of the NFL's owners, his bosses."That has been clear to me," he said.


The commissioner and some NFL teams have been heavily criticized for lenient or delayed punishment of Rice, Adrian Peterson and other players involved in recent domestic violence cases. Less than three weeks into the season, five such cases have made headlines, the others involving Greg Hardy, Ray McDonald and Jonathan Dwyer.


Vikings star running back Peterson, Carolina defensive end Hardy and Arizona running back Dwyer are on a special commissioner's exemption list and are being paid while they go through the legal process. McDonald, a defensive end for San Francisco, continues to practice and play while being investigated on suspicion of domestic violence.

I believe he's nuts. Only one way to wipe the slate clean of all this bullshit and a resignation is coming soon.

<section class="trb_mainContent" data-role="panelmod_articleBody">Ray Rice now has officially filed a formal grievance against the Ravens for wrongful termination of his $35 million contract, according to sources with knowledge of the situation.
Rice's contract was terminated Sept. 8 by the Ravens after a video surfaced of him knocking out his then-fiancee in an Atlantic City casino elevator.


The legal argument falls under Article 46 of the NFL collective bargaining agreement, which governs "One Punishment," and prohibits an NFL player receiving more than one punishment for a single rule violation. It's intended to guard against the legal concept of double-jeopardy.
The three-time Pro Bowl running back also has a separate grievance filed by the NFL Players Association seeking reinstatement from his indefinite suspension after he was initially suspended two games by NFL commissioner Roger Goodell before the punishment was upgraded based upon the video. That appeal hearing is set for Nov. 5 and Nov. 6, according to sources.

Should Rice win either grievance, he is expected to be paid his $3.529 million nonguaranteed base salary for this year that he was due if he had only served a two-game suspension without pay. Rice was originally due a $4 million base salary this year prior to his original suspension.
Rice was signed to a five-year, $35 million contract two years ago and was paid a $15 million signing bonus and a $7 million option bonus, as well as a total of $3 million in base salaries in 2012 and 2013 for a total of $25 million earned out of the contract.


If the grievances are unsuccessful, then Rice won't be paid any more money from the contract he signed in July 2012. Rice is represented by veteran New York attorney Peter Ginsberg.
Ginsberg has also represented Maryland basketball star Dez Wells in his lawsuit against Xavier University along with PGA golfer Vijay Singh and former New Orleans Saints lineback Jonathan Vilma in the Bountygate scandal.
